Wargames definitely have the largest boards, albeit made from paper. In a single package, War in the Pacific springs to mind. I think the full map is probably in excess of 60 square feet (7 square meters).
If you're willing to go with a game 'system' I think Europa probably goes in excess of 100 square feet with all expansions.
The Longest Day had the largest mounted mapboard that I can recall. Probably about 20 square feet.
For non-wargames with mounted boards, I think that Conquest of the Empire, Railroad Tycoon, and Civilization (Eagle) have to be up there. Probably about 12 square feet.

Games published by Eagle Games seem to tend to have huge boards. Railroad Tycoon and American Civil War are the two that I'm specifically aware of.
And War of the Ring by Fantasy Flight Games has a large board. Maybe some others of theirs too? (Twilight Imperium?)

A soccer pitch beats the size of all games mentioned so far. According to FIFA regulations the length of the football field for international matches should be in the range (100-110 metres) and the width should be in the range 64-75 metres.
It's made of grass rather than cardboard.

Europa has the largest paper board I have seen. (truly massive)
War in Europe (SPI) and War in the Pacific have the largest mounted board I've seen (9 of their 3' x 2' boards). SPI had several other "monster games" of about this size. I think that Columbia Game's Euro Front is probably the largest in print now. It's almost as large as SPI's monsters.

Not the biggest, but one of the more manageable wargames with a big board would be the Eurofront system from Columbia. You combine Westfront, Eastfront, Medfront, and glue it together with Eurofront to make a game and board that needs about six feet by eight feet of table surface. The boards are stiff cardboard rather than paper. The maps themselves are very attractive with hand painted terrain and very large hexes that accomodate the wood blocks that are used in game.

A polo field dwarfs a soccer pitch: 300 by 160 yards. It's considered the largest field in organized sport. Ironically, the field for elephant polo is much smaller...more in the range of of soccer field.

I think Borges wrote a story once about a map of the Empire at 1:1 scale.
Man, the wargames you could play on that sucker. You'd need to hire teams of peasants to move the counters, though.

The largest non-miniatures board I've ever seen is an 18-something-or-other that covers the entire United States, incorporating maps from 1830, 1870, etc. The plasticized paper board is probably over 6 x 3 feet. I believe it's only a prototype (if that, and it's not 18US - there are about 30 major corporations.) I've never dared played - I have no interest spending an entire day in order to get my butt kicked.
