My question is:

Does this mean 4 legs between 3817 & 3923 (i.e. 3817=>3923 = 1, 3923=>3817 = 2, 3817=>3923 = 3...) OR does it mean 3817=>3923=>3817 = 1?

I believe the former in your write up. A "leg" is hitting both ends once. The return trip is the second leg.
