Is it mandatory for the Fellowship to enter the Mordor Track when the Fellowship is in Minas Morgul or Morannon?

I don't see this being an issue in most games, as the Free Peoples player will usually want to enter the Mordor Track, but could the Fellowship wait in Mordor Minas Morgul or Morannon, or even leave Mordor Minas Morgul or Morannon, before entering the Mordor Track?

Mordor is not a normal space for the Fellowship. You either enter--by declaring (not being revealed) at one of the two gates, or you move around outside. You may always move fewer spaces (even zero) than your current movement value when you declare or are revealed, except when revealed while the Fellowship figure is in a friendly Stronghold.

No, the mandatory you highlighted is used here in the sense of a prerequisite. But you sacrifice tempo and pressure on the Shadow player by sitting on Mordor's front stoop without entering.

Yes. Where this might be a viable FP strategy is if you are already badly corrupted and wait to enter so you can draw more healing cards or blue tiles to improve your chances of surviving the trek through Mordor. Very risky though, as you sacrifice tempo and give the Shadow more time to conquer VPs.
