Whereas other games have rules for diplomatic pursuits, CoR just encourages them in a broad sense. So this is not a rules question, but rather a discussion on how negotiations are handled in your games. Do you keep it at the table, or allow secret conferences? Slips of paper?

It is obviously more practical to keep everything at the table, but in a game using fog of war and lots of cards there may be a point to allowing deals in secrecy. I am unsure where I stand on this.

I think the game Virgin Queen gives guidance on this. It is something like restricting private chat to 2 minutes at a certain point in the game. The rules book should give the details you need which should provide some ideas.
