This is in regards to event cards.

Are the negative effects of the event card Fallout(where territories connected by land to the FZ lose a die roll worth of troops) applicable to mutants? I know they ignore the negative effects of the FZ itself, and reverse Bio-Hazards but I can't find anything that states they ignore negative effects of events. I assume they do.

Mutants do not feel the effects of the fallout event.

It's in the last five words of the green (bottom-most) power on the Mutant faction card. "...or from Mutant event cards."

It is a shame that this text didn't make it into the rulebook stickers. The other shame is the reverse, where the rulebook sticker states that the Mutants should treat the Fallout territory like a Biohazard territory (and thus they would gain a troop in it if they occupy it at end of turn). Going from faction card alone you wouldn't get that - you'd just think they ignore the Fallout territory's effect and treat it like a normal unmarked territory.

With the components activated from the 3 missile pack does this allow a 5 player game to still take place still or does a 6 player game become optional?

more than 5 players is only with house rules.
