Okay, so I think the general consensus is that you can play a special event after the infect step and before the intensify step of an epidemic. (based on the following two threads:

The question is: can you play a special event AFTER infecting a new city and before determining the virulent strain?

My inclination is that you can. since you're not interrupting the event and the representation of the event. You're interrupting two events (infect and determine virulent strain). BUT I could see the opposite viewpoint, especially given that Matt argued that this meant you couldn't interrupt the infector step.

Anyways, an official response to this would be great, but I'll take other bgger's conjectures as well.

No.

This will be clarified in future rules sets. Resilient Population will have an explicit exception.
