When selecting the two parcels for the auction, does a parcel 'which does not belong to any player' mean an empty space or can the Auctioneer player select an unowned house or mountain?

My understanding is the latter: the area in question is not owned by a player, so it's a valid target.

Thank you for the clarification. The Guns & Gold expansion is lots of fun; I've just got to get everyone else to know my interpretation of the rules is the right one.

If the auctionneer buys the parcel himself say for 9$, he gets halof of it (here 5$) back right ? But he must have at least 9$ to be allowed to do that.
