Can the salemite mercenary use Spy Points to gain MP in S.A.G.S 3-4 player? Or any Salemite character for that matter? Concerning torturing etc.

In fact, how does torturing work at all during the S.A.G.S 3-4 players?

I assume the rules don't change from what's printed, since there are no exceptions mentioned in the 3/4 SAGS rules. Any character regardless of faction can convert spy points to mission points. Only Salemite characters can torture. If you have Woo and Deeler on your team, they can both convert spy points, but only Deeler can torture.

Well, in that case, NORAD players cannot use Spypoints for MP, since the 3-4 SAGS happen on Salemite ground?

2P SAGS is always assumed to take place on Salemite ground unless explicitly stated otherwise. Only NORAD may convert Spy Points into MPs during SAGS.

3-4P SAGS eschews factions for mercenary actions, so I assume that yes, any NORAD character could then spend Spy Points for MPs.

Yeah, but this is where the rules are fuzzy. It says in SAGS 3-4 that there are no factions, since each player has a "band of mercenaries", but most rules still apply to each faction (when selecting equipment and performing missions).

Spy points: Spend to either:
1. Gain 1 MP
2. Look at the top 3 item cards and rearrange them if you please
3. (IN SAGS) Look at 1 random mission card per 1 Spy point

Spy points, as described in the rules section of Spy Points, can only be spent by one type of faction if the scenario is being played on that factions' "ground".

In SAGS, the scenarios are played on SALEMITE GROUND always. This would mean that a party of only 2-3 (depending on the amount of players) NORAD characters would not be able to use Spy Points to convert to MP (cant remember if the other options apply or not)

The questions remains: Is this for balance issues in how NORAD characters are played differently compared to SALEMITE characters, or is it something that should be used as normal by anyone?

Spy points gained using a *search* order can only be converted to mission points if the character is on foreign ground. Spy points gained from radio scramblers, floor tiles, torture, etc can always be converted to mission points.

I reread the rules for 3/4 SAGS, and it mentions that before the game starts, each player adds up the mission point totals for the salemite character you control. Whoever has the largest number is considered the salemite mercenary. I'm assuming that this means that this is the only player that cannot convert spy points gained from search to mission points, since they're on home territory. The other two players, being on foreign ground, would be able to do so.
