I'm creating a high-quality set to substitute the paper money of some games, can someone help me out here? I need to know which bill denominations does it comes with and how many of each.

It doesn't change the fact that money is open by explicit rule in Chicago Express (and every other Winsome Games title).

Just pulling your leg (not literally...) laugh

Like I said before, when we ask ourselves if money is open or closed, we always say: "... clearclaw would play with open money, 'cause it's traceable..."
