So, a Border State joins your side early but you're doing too well. You gain no anti-Inflation benefits because your Inflation marker is at zero already. But suddenly you have a lot of difficult-to-defend cities/towns whose loss could Inflate you quite a lot -- 12 boxes in Missouri, 7 in Kentucky.

It might be better if:

1) Control of the green Border States cities have no effect on Inflation.

2) If a Border State is loyal to you and you control at least one town/city in it, or if it is disloyal and you control all towns/cities in it, the State gives you an extra brigade in the Reinforcement Phase.

The above give reason to contest the Border States, without an unrealistic impact on Inflation.
