The French weren't going to go to war with the USA unless Britain was at war with the USA. The British would not have declared war on USA as a result of CSA victories, but would have recognized the CSA as a result of CSA victories. The USA had threatened to declare war on Britain if it recognized the CSA. The USA would then have to make good on its threat to declare war on Britain or bite its lip and bear down harder on the CSA, to compensate for the extra strength the CSA would enjoy as a result of recognition. The Democrats, the more anti-British of the two parties, would have howled for war with Britain, putting the Republicans in a bad spot.

Use a single British/French Intervention marker. Advance the marker half the stipulated amount (rounding down odd numbers) if an event calls for advancing the French Intervention marker. Advance the marker half the stipulated amount (rounding up odd numbers) if an event calls for advancing the British Intervention marker.

If the British/French Intervention marker is 20 boxes higher than CSA Inflation, Britain & France Recognize the CSA: CSA draws an extra commerce raider each turn, and adjusts its Inflation toward zero by four boxes each turn, but no more than one box for each CSA Port not blocked by a USA Landing Marker.

USA may negate above Recognition benefits by declaring war on Britain & France, subtracting 12 boxes immediately from its own Inflation (morale boots) but subtracting 6 brigades to go to "Canada." In the First Random Events Phase of each subsequent Turn, USA Inflation is adjusted upward: +3 boxes on the first Turn, +4 boxes on the second turn, etc. On the Turn USA Inflation is +7, the westernmost USA Landing Marker is removed, and the 2 British and 2 French Veteran Brigades may appear at any CSA Port without a Landing Marker. On each subsequent Turn in the First Random Events Phase, one Landing Marker is removed, beginning with the westernmost and proceeding eastward in the Gulf of Mexico and northward in the Atlantic Ocean.
