Will make tiles to your specifications. Miniature wargamers use them for bases, but they can be used for tiles. There are several choices for materials.

I bought a thrift-store Qwirkle just for the square blocks.

It was $2, but even a new set a Target is only about $20.

May be too big for your purposes, though.

This works surprisingly well - I find it's best if you hand-plane the blinds to form a square edge and reach the correct thickness along the (long length) grain, then apply steel ruler and a sharp craft knife/scalpel to slice them across the grain in a series of light cuts.

I use ceramic tiles in my prototyping. Super cheap at Lowes or Home Depot. All sizes, perfectly square.
