The card says:

'Steel three crowns from one player. Remove up to three influence from a block controlled by a second player. Adjust a third player's exposure +2'.

In a 4 player game everything is clear. What about 2 and 3 player game? Do I have to take one of the punishments as well? Probably 'steal 3 crowns', because it can't hurt me (but it depends on the situation). Or maybe all those things affect only other players. So in 3 player game one punishment is not used, in 2 player game I choose only one and hit the opponent.

In a 3-player game, you hit yourself (you may, for example, want to adjust your exposure up to be the Scapegoat next turn).

In a 2-player game, one effect is not used because there are no legal targets.
