Can a Proxenos move to Abdera via the Ionio Pelagos sea?

and the opposite way:

Can a Proxenos move to Epidamnos via the Thrakiko Pelagos sea?

A Proxenos can move to these two cities from the ADJACENT sea territory only - as shown by the arrows on the board. Which is also the ONLY way a player can get to these two cities.

Which also means - NO, there is no connection between the Ionio Pelagos and Abdera, and neither is there a connection between the Thrakiko Pelagos and Epidamnos.

There IS, of course, a connection between Ionio Pelagos and Epidamnos, and between Thrakiko Pelagos and Abdera!

Also, a Proxenos may, of course, move from any adjacent polis to Ionio Pelagos, then to Myrtöo Pelagos, then to Kyklades, further on to Thrakiko Pelagos, and finally to Abdera. Or vice versa.
...provided he can pay the bribes that are very likely to occur...

...he could even use the diolkos...
