So, when we select a group of tiles to place, you choose one of the tiles of that group, at the same time, and place it. The moment you place it, you are considered the constructor.

We are 4 players, and doesnt that create a situation where everyone could potentially place only outdoor tiles when able, and also build together ALL big tiles, so that a majority of the board only will consist of small parts??

Any other things we should think about when setting up the game, both in general and in creating the map?

Yes, that could easily happen - in fact it probably will. While I have played only one SAGS game, I learned pretty quickly that board building is almost a separate game in and of itself.

Salemites (generally) want to avoid long fire lanes, and NORAD (generally) want to avoid cramped locations. So a mostly-outdoor map with several small buildings will favor long-range combat and maneuverability, while a maze-like interior structure of halls and rooms will favor close combat and durability.

Thus, when building the map, you need to keep in mind what kind of force you'll be bringing. In 4-player SAGS, pay attention to the board when choosing characters and equipment - Vasquez with the sniper rifle is great if you can line up a shot, but if there are no fire lanes longer than 3-4 squares, it's possible she'll never even get a shot off before Jack Saw can get to her.

I'm amazed at just how deep this game can be, in both phases - setup and actual gameplay.
