There has been some confusion as to the exact meaning of this card. I have always played it so that the Reward of a Mission is applied twice and only twice. For example, you would get +10XP for a Mission that grants a +5XP Reward. This seems to be the intended meaning since the word "TWICE" is in all capitals, emphasizing that TWICE is how many times you apply the Reward.

Lately, there has been a different interpretation offered. Basically, you complete a Mission, apply its Reward, then apply Kirk's effect, which says to apply the Reward twice. This results in the Reward being applied a total of three times. For the above example, it would look like this:

REWARD: +5XP
KIRK: +5XP, +5XP

As you can see, this results in a total of +15XP.

Which is correct?

The first way is how it works. It does not say apply the reward two additional times. In that case it would work out to three times.

So its twice, meaning twice.

So even with Gary Seven on my bridge, I could only apply the Reward twice, right? Gary would have to be interpreted the same way as Kirk: "twice, meaning twice."

Well Gary Seven works differently and separate, since you can choose the order of resolution. So in essence you could apply Kirks ability both times. One from himself and once from Gary Seven. In this case you would gain the XP three times.

If it is Kirk's effect he is applying, why is it different? Why does twice not mean twice in this instance?

Kirk's effect is applied giving you twice the reward. Once for the base reward and once again since it says twice. Gary Seven copies Kirk giving you the ability to gain the reward yet again.

The base reward is awarded one time as normal, Kirk gives you the reward again, and Gary does what Kirk's ability does, which gives you the reward yet again.

Total of three times the reward.

I see the possible misunderstanding in Kirk's effect. It would have been clearer to write "Apply the Reward and additional time" or "..Twice instead".

Also - the same thing comes up with McCoy/Kirk, allowing you to "clone" the Kirk effect. So for instance, if you solved "For the World is Hollow", and you had Kirk, McCoy, and Gary Seven, you could get +12 search, and you get a discount of 9 on all non-Special cards? That's a pretty impressive effect...

It should be an excelente combo! But your opponents will never give you the opportunity to buy this "trio", especially if you have a dry deck. One fun issue of STDB is the field of weird, amazing and awesome possibilities, but with no easy way to do it.
