Do the market and trading posts allow you to purchase a neighbor's pre-existing goods at a reduced cost?
OR
Do they allow you to purchase any of the goods listed on the yellow card, and your neighbor gets a coin regardless of his or her own inventory?

No, purchasing only from neighbor's inventory, but at a reduced cost.

If the neighbor has Wood and a brick/ore card, I can buy wood, brick, ore, wood and brick, or wood and ore at the reduced price. You can't buy stone that they do not have.
