I have 2 deco decktets, 121 chips, and the rulebook, printed and bound to 8.5 x 5.75

Any great ideas on a way to store all this together?

Find a smallish poker chip case that's designed to hole two decks of cards as well as chips. If there is room left over add in a neutral color of chips. Some games might benefit from them. The only thing it probably won't hold is the rulebook.

Another option would be to modify a backgammon case to hold some chips. Then you can make sure there is room on top of the chips for the rules.
