Has anyone tried to use the CV building rule from A&A:Guadalcanal which allows you to place already built, adjacent aircraft immediately onto newly built carriers? Currently you have to build an entire fleet plus planes around a new CV, for defense and to soak off hits, unless you want a sitting duck. Seems odd that you have planes ready and waiting in Britain or the US or Germany yet you better spend 20 more IPCs for 2 planes, then some destroyers/transports and then your whole production is used up.

Or would this make it too easy for Germany?

The rules allow fighters to end their movement in a sea zone in which a new carrier will be mobilized, landing on the carrier when it is mobilized. This is not quite the same as moving fighters from an adjacent territory, but it has the same effect, as the new carrier is not defenseless.
