I was out searching for a copy of the rules online when I came across this:

I cannot get the 5 player Punic War scenario to load. It is discussed on the main page but does not appear to be included in the download. Anyone else have this problem or can provide me with the details of this scenario?

Something else to keep in mind is that nowhere on the game site does it indicate they got permission from the Engelmanns to make the game. Even if it is free they cannot simply make their own like this.

Well, the Engelmann's web site for Rise and Fall mentions and links to the freeware PC game. That implies permission (and more) to me.

Believe it or not this game is still available for download, at least for the time being. There is a site out there called Internet Archive: Wayback Machine; just do a google on Wayback Machine and it should be the first site that comes up. Near the top is a spot to input an old website's address, so put the address in there starting with the www part, and press the button 'Take Me Back'. It will then take you back to the newest version of that website that was backed up on one of their servers, in this case it takes you to a calendar page with April 19 circled in blue. Click on that date, and Sherman and Mr. Peabody* will take you back in time to a backed up version of the site as it appeared at that time. I tried that with this game, and sure enough the file was there and could still be downloaded. The rules are also available via the same method.

Be aware however that it appears that this game was written in 16-bit code, which will present a problem when attempting to run it on a 64 bit system.

Unfortunately the game itself doesn't seem to run with my Win7-64 OS. :/

If anyone has any ideas, please let me know!
