Maybe I'm just missing it but I can't tell if the point bonus and point reduction when scoring is dynamic or static. For example, if I have 5 frames and everyone else has 4 frames I get a -1 to my scoring of each frame. (I probably also have the most systems so that's another -1, my point total should be 15 for my frames.)

Now what happens if I loose 2 frames because everyone's pounding on me and everyone else still has 4? I go from having the most frames to the least. Do I now get a +1 per frame? My points just swung to 18 for my frames (assuming I don't also have the fewest systems at this point.) More than I started with.

Or despite my change in situation, does my score per frame still stay at 3?

From page 71 of the rules, "Your score per asset does not change in the course of the game."
