Can one play sieged attack cards as ranged attack cards during the ranged attack phase even thought the enemy does NOT have a fortified icon on it?

Why not?
It's in the Rulebook.

So if the enemy target is NOT fortified during the ranged attack phase, you can play a mixture of sieged and ranged attack cards, if desired.

However, if the enemy target IS fortified, you cannot do this?

Correct. If target is fortified, siege only. If target is double fortified, neither siege nor range can be used in siege/range combat phase.

Don't take it personally.
I'm not a native english speaker and I find the Rulebook very clear and no problems with understanding it.
Just read it again, if you didn't get it first time...

What does a double fortified icon look like? Two towers on the enemy chit instead of one?

There is no double fortified icon - enemies in e.g. a towerkeep gain a "virtual" fortified icon, which when combined with a "real" fortified icon on the enemy token makes them "double fortified".

Double fortified isn't an icon, it's a situation that comes up when an enemy (say, a Crypt Worm) shows up at a location that is, by rule, fortified (such as a City).

I know it's a bad example because brown monsters don't show up in cities, sorry. Pick one of the white dudes with the fortified symbol instead, then.

I've seen mention of triple fortified elsewhere, not actually sure what that is. I haven't seen all the new enemies yet, are some of them inherently double fortified (and thus triple when in a fortified location)?

Triple fortified can come up when attacking a keep defender with a fortified ability over a wall (expansion).

Come on! Why dont u read the rulebook (and i mean THE Rulebook not the walkthrough) instead of posting such noobie questions?

U can find the answer on page 789 section 3.z.IV. Got it?

Still waiting for that. Can ranged siege attack be used in this case, or is all off?

As mentioned below, no ranged/siege attacks are possible if enemy is double fortified.

So:

-Enemy not fortified: all ranged and siege attacks are possible during the first phase of combat
-Enemy fortified (because it is in a Tower/Keep/City OR have the fortified icon): you can use only siege attacks during the first phase of combat
-Enemy double fortified (because it is in a Tower/Keep/City AND have the fortified icon): no attacks are possible during the first phase of combat

Remember that after the block/assign damage phase you can use all kind of attacks in any combination, even if enemies are fortified/double fortified etc

Just to clarify: enemies in Mage Towers do get fortified.

There's no such thing as a ranged siege attack per se: siege attacks are a particular case of ranged attacks, i.e. all siege attacks are ranged.
