I Am aware that certain fonts require licenses if we sell a game using them. Is there a list of recommended free fonts to use.

My plan was to use arial for rules on my cards a times for title/background info on the cards.

The sans-serif area (http://www.fontsquirrel.com/fonts/list/style/Sans%20Serif) should help you find a font that is Arial-like but less, umm...awful.

Use Liberation Sans - it's almost identical to Arial, but free.

Liberation Serif is fairly similar to Times New Roman.

There are hundreds of "free font" sites, but you need to be careful on them. Just because it's free, doesn't mean that it can be used commercially.

I try to only get fonts from sites that list font licenses and restrictions (dafont.com for example). And, no matter how cool a font is, I don't download it unless it says that it can be commercially. If it "free for personal use", I don't download it and keep looking.
