Hello even though there is no organized play here in Chile and I only play with my friends with my cards I want to build decks according to tournament rules.

According to the rules:

Much of the depth and fun of The Lord of the Rings:
The Card Game comes when players conceive and
construct original decks, using the cards of this core
set and those found in Adventure Pack expansions. A
tournament deck must contain a minimum of 50 cards.
Additionally, no more than three copies of any card, by
title, can be included in a player’s deck. Within these
guidelines any combination of allies, attachments, and
events can be used in the player deck.
Each player also starts the game with 1-3 heroes.

What I don't understand is that you need to build a 47 cards deck and add the 3 Heroes or if you need to build a 50 card deck and the heroes are added after that and you end with a "53 cards deck"????

I just asked because I wanted to play with the tournament building deck rules.... but at the end of 2012 FFG sent a communication about the organized play for LOTR you can also look on the page and see the tournament packs and all that stuff, I live in Chile so will never see any of those but I guess if you live in the US you will

I asked because I hadn't seen anything on it other than in the rules of the core set

Is it "exactly" 50 card decks or "at least" 50 card decks?

at least, although generally good deckbuilding principles say you will rarely want to go over.

Not tournaments really, but FFG did announce organized play coming soon:

http://www.fantasyflightgames.com/edge_news.asp?eidn=3792

it's not clear how you'd do tournaments, since any sort of attempt at duplicate play dissolves quickly (if one group engages an enemy, they get a shadow card, thereby putting them out of sync with a group which does not engage).
