Once New England is pretty much secured by the British does it make sense to ever remove the army from Canada to make mayhem elsewhere, possibly in the South or Middle Atlantic? Assuming 3 Generals (Howe, Cornwallis, and Clinton) are already committed to Delaware, Rhode Island, and Georgia, that doesn't leave much for Burgoyne to do unless Carleton comes down to help.

However, should Carleton decides to leave Canada and use Naval Movement to assist his fellow compatriots, I'm always afraid the Americans will use/discard their Event and Ops cards to remove British PCs in New England and then raise a reinforced army behind enemy lines, making Canada an easy battle victory for the French Alliance.

Must the Brits always maintain an Army in Canada?

In your scenario, you wouldn't have secured New England. Get all the American's out of the interior of New England, plant a general in Albany, one in Hartford, a 3rd in Montreal, and a 4th in Deleware, and you've pretty much sewn up the game. The Americans can't penetrate New England (unless they still have a PC or an empty space behind your lines), and it's a cinch to control 6.
