Looking through the counter mix for Persian Gulf and Arctic Front it appears the US 10th Mountain Division is included in both products. This doesn't seem such a problem if the games are played separately, but if played together it seems a bit odd to have the same unit in two places at the same time.

Was this ever dealt with in errata? Is it possible the unit in one of the games is mislabeled?

That is not a mis-labeling.

It was included in both games for strategic options. That Division could fight in either place.

It was printed in both games so if you did not own both games or were playing just one, you could still fight the Division.

While that makes sense, it's still odd that there's no mention of the situation in the rules. Was there something in the rules that I missed?

It "has" been awhile. There are no designer notes but in Persian Gulf on the first page it says:

"Several counters are not used in the play of the game. The three U.S. POMCUS markers are for use in the combined game. The other counters, in their correct national colors, are replacements for units in other games that have incorrect information or are printed in grey. These counters are:

For Southern Front: Jugoslavian 25th and 38th Infantry Brigades, Soviet Carpathian Front Airmobile Brigade.

For Arctic Front: U.S. 6th and 10th Light Infantry Divisions, Soviet Tu22M air unit, Swedish neutral reaction chit"

To be clear, the 6th and 10th Divisions belong in Arctic Front. There was no olive drab on the Arctic Front countersheet, so they were printed in gray. There was olive drab and extra space on the Persian Gulf countersheet, so replacements were provided. The idea was that you would replace the gray Arctic Front counters with the olive drab Persian Gulf counters.
