Under Minor Country setup, Section 13.7.1 Step 3 says to place in the Delay box all remaining units with a delay stripe except for fortress units. Step 5 says place all remaining units in or adjacent to a City or Port hex 1 step side face up.
Does this include fort units? Are they setup when the country activates, or do they stay in the force pool to be placed by fortress conversion later? And if they're placed during setup 1 step side face up, they can never be upgraded, correct?

- Unlike previous editions of the game forts are no longer malleable. They can't breakdown into single step units or if lowered in value, strengthened.

- Ah ha. The living rules do say to set up forts during step 4. That was missing from my print copy. Thanks.

That is according to a Nov 6, 2015 post on ConsimWorld by one of the designers, Thomas Prowell
