Are you asking what the 'official' rules for tournaments authorized by AEG are? In that case maybe you'd be better off asking AEG directly through the L5R forums on their website.

If my memory of the last Kotei tournament I attended is correct then generally L5R tournament rounds are one hour, sometimes less, depending on the referee. One hour per round is pretty standard. Best 2 out of 3 in a hour although many, if not most, single L5R games take the full hour. If only two games are completed or the second or third game is uncompleted by the end of round time the round winner is whoever won the first game. If a single game isn't completed within a hour both players lose (o swiss points) or one decides to concede on the spot (winner 2 points, loser 1 point). The elimination rounds after the swiss generally don't have time limits, esp. for the final game.
