My template didn't come out very nice, so:

Mark, the Construction Worker

Blue: Starts with a Crowbar
Yellow: +1 Action
Orange: Lock it Down/+1 to Dice roll: Melee
Red: Wind up/+1 Free Melee Action/Lock it Down

Wind up: You may roll one less melee die in an attack. If you do, your damage is increased by 1 for all hits that attack.

So you have two options of when to take it, nothing that says you can't repeat skills. I would say that if you use this guy in the new super-red rules he should still have to do all the passes to get new skills. So if you take +1 to dice roll at orange then lock it down at red level then when you get around to orange again the first time you don't get to pick a new skill just because you already have lock it down. Otherwise he seems pretty good, nothing outrageous and fits the theme of the character that you are going for.

The problem with the repeated skill is it means Mark is slightly inferior for Ultra Red play.
