Will fleets have to "find" each other first in order to engage in combat? I.e. will fleets be able to co-exist in an area just because they can't find each other? If so will the US improved radar (mid/late war) and/or the cracking of the japanese code system affect this?

Yes - In the Air and Naval combat Phase, each Player will pick a search chit (Day Combat, Night Combat, or Avoid), then making a competitive die-roll, with Day getting a +1, and night getting a +1 if the Japanese Elite Cruiser Unit is present. Winner determines combat type.

No - By the end of the Air & Naval Combat Phase, only one side will be in the sea-zone.

If so will the US improved radar (mid/late war) and/or the cracking of the japanese code system affect this?

The US may use a Naval "code-cracking" Special Action which definitely has an effect on this process. It's a bit detailed, but let's just say it's worth the 5 WERPs :-)
