For skirmish games, take a look at some of the rules from Two Hour Wargames. Their "Mayhem" series is for man-to-man combat, which might be what you're looking for.

What? I've never even considered that. I've played 40k for 5 years so far, and I have never noticed the first player winning just because they go first. No offense but I think you and your 40k opponents need to learn some tactics.


also, make sure that you're playing an actual scenario, not just having a slug-fest (which is never actually mentioned in the rules)

You can try out our Universal Combat System ruleset, its a small scale skirmish system, where the player assigns stats and abilities to units, its adaptable to all miniatures or RPG systems. http://www.freewebs.com/3jgames
