When scoring a city in a 2 player game, 10 gold is awarded for most influence points, and 5 for 2nd most points influence.

For games with less than 5 players, we are told (during setup) to place one palace of each unused color in each outer city.

Do these "dummy/neutral" palaces merely restrict how many palaces can be built in each city, or do they affect scoring?

Specifically ... in a 2-player game, if player A has 3 influence points, and player B has NO influence, then does player A gain a monopoly bonus, or do the dummy palaces mean there is never a monopoly bonus awarded in games with less than 5 players?

The palaces of unused colors merely restrict the number of castles the players can play in each city. Monopoly bonuses are very possible in a 2 player game and are obviously much more common with 2 than with more.
