We decided that the rules for the Engine Ladder needed fleshing out, and didn't want to wait until Extreme Danger arrived. As written, they don't cover situations where you can't get from the ground floor into an empty building space, and compared to the rules for 2nd Story's Portable Ladder, they let you move way too quickly from/to ground level.
It's still a bit abstract in that some faceless person is getting it where it needs to be - and that you're not actually moving the Engine around with the ladder - but it's straightforward enough that dropping it in is pretty seamless. After playing them a few times, we could believe that these were the original rules if we didn't know better.
I added a new action - Order Engine Ladder: 2 AP (anywhere - same side)
This lets you place or move the ladder (both pieces) to any space on the same side as the Engine. It's modeled after you being able to order the Ambulance to move around the building. (No surprise there.) The bottom piece of the ladder is considered adjacent to the Engine, and the top piece is adjacent to the floor on fire. The ladder needs to be stowed before you move the Engine. Only one person can be on a ladder section at a time.
Moving onto or off of the ladder from either direction costs the same as standard movement: 1 AP normally, 2 AP if you're carrying something.
Moving from one ladder section to the other is like in the rules: 2 AP normally, 4 AP if you're carrying something.
So, assuming the ladder is where you need it, to get in the building...
1 AP to move from Engine to ladder
2 AP to move to top of ladder
From here you have more options than the base game, such as chopping a hole in the wall, or putting out a fire.
To get back out while carrying a victim...
2 AP to move onto ladder
4 AP to move to bottom of ladder
2 AP to move from ladder to Engine
As with the Portable Ladder, an explosion which sends a shockwave onto the top piece of the ladder will cause a victim in that space to be lost.
And of course, after typing this up, i noticed that Lars already added a Cherry Picker variant, but no one was ever killed by lots of options, right?
