If a bomber gets a fuel leak and has enough range to return to base, but not enough to make the bomb run can they abort, or must they go on a one way mission?

This is a valid reason for aborting the mission. Just remember when you do, you'll need to spend another turn in the same zone for swinging around and will be out of formation all the way back to base.

Taken from "B-17: ERRATA AND CLARIFICATIONS" (Orange card back), rule nbr. 16:

If a B-17 takes a fuel tank hit which doesn't leave it enough fuel to bomb the target and return, the B-17 may abort the mission and still count it towards the 25 mission campaign.
