I've played a 5-player game that all player are saving cards strategically, Finally the draw deck runs out. Then the face-up cards also runs out, for the next player, there's no card to draw. Is he forced to play cards or he could just pass?

Some other games encourage players to pay cards for obvious advantages, some games like Finca includes mechanism to re-fill the pool, but I don't know how this game continues under this kind of situation. Any idea?

This has never happened in my games, so how about this house rule: when the deck and draw piles run out, the player with the fewest cards in hand wins.

That should keep the game moving, don't you think?
