How about Summoner Wars?

Or Battles of Westeros? (actually, this one does have scenarios)

1812: The Invasion of Canada or the soon to be released 1775: Rebellion are excellent.

There's always JAB: Realtime Boxing

Innovation and Puzzle Strike (Third Edition) are two of the greatest games ever made, imo. Endless depth

And finally, Yomi is streetfighter in boardgame form

Star Trek: Fleet Captains can be as confrontational as you want it to be. My wife and I certainly enjoy it. Don't buy if you don't like Star Trek though.

BattleCON: War of Indines

Street Fighter like just like Yomi but for a fraction of the cost.

+infinity to Summoner Wars.

What of ones like Spartacus? With thingies to move around on the board.

On Westeros, is there a just beat the crap out of each other scenario?

I know I am going to take a lot of heat for suggesting this but my girlfriend and I love to play King of Tokyo with two players. I have a few variants that make it work really well and it's a total tug of war. Plus this game is great to have around for when you get a group together.

Well since Yomi and BattleCON have already been mentioned, I'll just give a shoutout to Brawl as another game what translates an arcade fighter into cards.

And as always +1 to Puzzle Strike, but that's another step or two away from a direct beat 'em up so probably not quite relevant here.

the best themed two player game I know. not only about war, but its essential part of the game. Rather deep.

If you want a lighter one, try maybe Blue Moon

after looking and looking, going through suggestions, I think we might need stronghold and/or mage wars. those should fit the bill, right?
