If the 18 card is in play, can only those with cities in the Baltic States bid for it, or can anyone in the game bid for it?

The only time a restriction on bidding comes into play (based on all the current maps anyway) is if your entire network is within a non-nuclear area then you are not allowed to either bid on, or nominate a nuclear power plant for auction.

Thanks for the replies. We read too much into the rules, making assumptions that aren't even hinted at. It definitely skewed the game, but didn't make it unplayable.
