Backstabber and Admiral Ackbar (for example) can be played out of a player's hand as an action during an engagement - do they have the same cost as if they were played as a standard unit during the deployment phase?

Yes they do. Unless written on the card, the costs never change. Note played from hand and put into play are two different mechanics. Played form hand requires cost paid. Put into play is a free place.
