Last night we had a situation where a French 1-3 cavalry marked with a Routed marker countercharged against a Prussian infantry. What is the final combat strength of the cavalry?

a) 1 x 50% = 0.5 x 2 = 1

OR

b) 1 x 50% = 0.5 --> rounded up to 1 x 2 = 2

First, double the cavalry unit's combat value (for countercharging infantry), then reduce that value by half. So, if the cavalry unit has a Combat Strength of 1, it's value when countercharging infantry would be a 1; if the cavalry unit has a Combat Strength of 2, it's value when countercharging infantry would be 2. Effectively, the halving effect of Rout counters the doubling effect of countercharging infantry.
