Can control markers ever be voluntarily removed? I know the rules say you can't remove units to avoid paying maintenance. I'm thinking they can't because it's not mentioned in the rules.

But I can see where this might be an attractive option to avoid being a target. If you have 2 control markers in a country and an opponent has only one, then an attack potentially swaps vp's for the 2 of you. But if you could remove one of your markers voluntarily, then you would share vp's and it might not be so attractive for the opponent to attack your marker. Adds a little more diplomacy to the mix.

Anyone know if this was ever tried or discussed?

No, control markers can't be removed voluntarily. For one, they generate gold at the end of each war, which you want. Two, think of the Company tiles. If you thought you were going to lose a control marker to someone else anyway you'd have too big of a temptation to throw away all your control markets voluntarily to reduce the other player's Company Income for the rest of the game.

It would also substationally change the end game. In the 3rd war when all the neutral tokens have come out, the main problem facing players is not having enough turns before the war ends to be able to conquer everything they want. That balance seems to be pretty intentional by Warfrog, and would be thrown out of wack if people were discarding control tokens all along.

Once a Control marker comes into the game, it can only be conquered (if neutral) or swapped between control of the european powers. It's very intentionally staged that more and more come out as the game progresses, and players discarding these voluntarily would really mess up this staging progression.

The situation you paint sometimes happens in Africa with only 3 control markers. But two of the neutrals are Pop tokens, the other's a strength 1, and it's purposely the lowest VP colony in the world --and also typically has far more ships off its coast than armies on it. It also has the least desirable Company, precisely because there are only 3 control tokens that will come out by end game. The Ottoman Empire has only 4 tokens, but typically it's cheaper to conquer the other players than fight those high number neutrals (again intentionally).
