How does the Influence Track differ, if at all, from the use of Influence Markers? For the first scenario, is the record on the IT the same as the number of IM's in a player's pool?

When it comes time for Available Votes, after all the Influence Points have been awarded for Shires, is this number then added to the sums and bonus's listed in rule 24.2.2?

It is the same number (see PB 3.1.5)

Votes are from the blocks and some cards etc, they are for voting in the King and have nothing to do with IP's and influence markers.

IP's are to pay for nobles and get offices. The markers stay in your hand until spent.

Nobels/offices are to vote for the king. They are one off for the vote king part.

Popular support, allies etc can affect the above.

The IP Track tracks the current IP's /gained/ for that turn (and that turn ONLY ). The IP Markers are gained based on that total, then placed in the players IP Stock...which may include IP Markers saved/gained in previous turns.

So your IP Stock immediately after collecting new IP Markers >= the IP's listed on the IP Track, always.

As noted by previous poster, IP's and Votes are separate things and the number of IP's does not influence the number of Votes. The number of Votes each player /ends up with/ is important for future placement of Nobles in wintering, but the number of IP's gained each turn is only used as a mnemonic to remember what value of IP Markers you need to get when you collect new IP's.
