1) can a player still run the underground card there is no longer any underground counters (as they are limited) and yet earn the victory points in the middle block?

2)Can a player run city if he does not have any poverty tokens at the end of the run city that requires that player to discard poverty cubes?

These are both benefits and not costs, so the answer should be yes on both counts.

1. There are only 5 Underground cards and 10 counters - so they don't run out. See below.

It is possible that they may be activated more than once due the use of cards like Whitehall or Hospital.

Sidenote: I've never seen all 10 counters used in one game, though. Max. 8 and most of the times 4 or 6 counters were used.

We've run out of Underground counters a few times between the Hospital and Whitehall. London is exclusively a 2-player game for me, and the Undergrounds are usually hot commodities.

You can still play the card, but don't place the counters. See this reply from Martin Wallace in another thread
