Enemy's spawn based on AP from certain actions the players take. The more players, the more AP, the more Enemies spawning. The less players, the less AP, the less enemies spawn.

This and the starting spawn (spawn that happens without player actions) to populate the tile is adjusted by the player number IIRC.

As mentioned - the game does a pretty good job of scaling itself based on the number of players using the AP mechanic.

However, you do have the option of scaling it further yourself based on how you decide to populate the tile using number of lairs and inclusion of roaming monsters.
