Does this mean the way it reads? Is this the only Ally card that allows an Undeclared Noble to enter the game through card play?

Lord Sutton and perhaps a few other Ally cards have the ability "Activate one (1) Undeclared Noble". There are also some events (see other posts by SAC) that allow a player to bring an Undeclared Noble into Active status.

Essentially, think of Nobles (and Heirs) being in the following situations.

1) dead DEAD. I mean gone...kerput...eliminated and never, ever, ever, cross_your_heart_and_hope_to_die coming back. This applies /only/ to Heirs that suffer a Killed result [and is the "Out of Play" status]

2) Owowowow...that REALLY hurts...but I'm not quite dead, yet status. This applies to NON-HEIR NOBLES that suffer a Killed result (and is the "Unavailable" status). They are gone for the rest of the current turn AND the next turn (though can begin to be influenced in this next turn). They lose all allegiance to any previous controlling house - consider the previous Sir Muckymuck to have died and a younger Sir Muckymuck takes over the title, but may not share the same allegiances).

3) Bah, 'tis a flesh wound! status. This applies NON-HEIR NOBLES that are wounded. They renounce all allegiances, but can begin to be re-influenced by IP's on the RoP immediately.

4) The brave_brave_Sir_Robin_has_bravely_fled status. This can be considered an "Undeclared" Noble. They still have sworn allegiance to a specific Player House...they just aren't acting on them right now. They sit in the Player's Undeclared Pool waiting to show up at Parliament and "sweat their support" to their current Player - /OR/ to whatever Player now has the most IP's on their RoP spot (if > their threshold value). Alternatively, one of the above mentioned Ally Cards or an Event that allows the bringing in of an Undeclared Noble can rally him up to actually come out of his castle and bravely fight for the owning Player.
