Are there any good rules or systems for creating one's own monsters, aliens, etc., for tabletop games?

It sounds like you're talking about roleplaying games, which I would then suggest to check out RPGeek (the tab next to Board Games on the top).

If not, well then I would suppose it depends on how you designed your game or how the game you're looking at has designed their monsters.

Yes there is! Song of Blades and Heroes!!! And you can pick up the PDF version of the rules rather cheap online - Ganesha Games from memory

Really great semi-open source tabletop gaming. Use any minis you want. Further expansion books allow for campaign play and many other wonderful things.
