Vampires get a blood token every time they "tackle and injure another player". That means that they have to injure another player during a tackle of theirs, right? They don't get a blood token simply by tackling another player?

If so, I played this wrong the first time I used them, but the wording doesn't seem to support gaining blood tokens from tackles that don't also cause injuries, or from caused injuries that aren't also tackles.

They have to injure someone in order to get the blood token.

They key is to remember that if you successfully tackle a downed player you are 'Tackling and injuring' a player and you get the blood token.

There are other ways of doing it against standing opponents. Certain highlight rules or staff/team upgrades or even as simple as having a Vampire with 2 block skills (can't remember if there are any Vampire Star Players like that) but giving a vampire the block skill through a staffing upgrade would do it to. Also don't forget about your own thralls.
