Note that each player is limited to playing no more than one political action card for a vote in the referendum.
Aggravated damage is the worst kind a vampire can take, and taking even one point knocks a vampire into Torpor and forces them to lose a blood to regenerate from the wound.
Just one or the other -- one point of aggravated damage will knock a vampire into torpor but doesn't require a blood loss.
If he's already in torpor (or has already been "knocked" there by the first point of aggravated damage), then each point of aggravated damage will cause him to lose a blood or be "killed" (burned and send to final death in the ash heap).
