Does anyone know a good piece of software that allows you to design Catan boards?

I think this is the easily the best board for 4 player Settlers + Seafarers + Cities and Knights ( http://www.boardgamegeek.com/fileinfo.php?fileid=12697 ) and would like to design an equivalent that fits the modern frame.

I'm using a German language tool that works quite well, linked from the lower part of this blog entry. The tool will do random maps or place normal hexagonal islands and populate them randomly, but you can edit everything. All expansions are available as material, and a considerable set of fan made tiles too.

The software has recently been upgraded to include all of E&P (except the layout of the numbers of the starting island) and to allow 9 rows in addition to the standard 7 rows of hexes. It uses the current German graphics as default, but other graphics can be included.
