Shadows of Mirkwood Cycle
(The Core Set is required to play the following adventure packs)

The Dead Marshes (DL=5)
Return to Mirkwood (DL=7)

Dwarrowdelf Cycle
(The Core Set and the Khazad-dûm expansion are required to play the following adventure packs)
The Redhorn Gate (DL=6)
Road to Rivendell (DL=4)
The Watcher in the Water (DL=5)
The Long Dark (DL=7)
Foundations of Stone (DL=6)
Shadow and Flame (DL=8)

Against the Shadow Cycle
(The Core Set and the Heirs of Númenor expansion are required to play the following adventure packs)

Basically, the way it works is there are six adventure packs following the big box releases:

The Shadows of Mirkwood cycle only requires the base game

The Dwarrowdelf cycle requires the Khazad-dum expansion

The upcoming Against the Shadow cycle requires the Heirs of Numenor expansion

The two Hobbit saga expansions are stand-alone.

To expand, the Mirkwood cycle you only need the core set. The other cycles, you need the core set + the expansion set for that cycle.

The two Hobbit Saga Expansions, you only need the core set.

Also, the two PODs only need the core set (though they're exceptionally difficult with just the core set).

The answer is yes.

With the exception of the Shadows of Mirkwood, the additional cycles use cards in the scenario which are only included in the deluxe expansions. Effectively, there are common cards to the different scenarios, or thematically, there are dangers which are common to each experience. That is, no matter what your quest, you are likely to always experience issues with spiders in Mirkwood, etc.

The Shadows of Mirkwood is the exception because it uses cards which are included in the Core set.

Hobbit sets are self-contained.

Core is still required for Hobbit sets, as they don't come with Tokens, Threat counters, etc.
