Sadly, the suits at Hasborg have declined to sell Risk: Balance of Power to Risk fans in the USA. I was fortunate enough to get a copy through ebay.uk and we love the game. One of it's best features is that it is designed to be a 2 player game...but that can also be a drawback when more than 2 want to play.

The rules are similar enough to the Risk Revised game that it is possible to blend the two games with some minor tweaking to make some additions to the Revised game.

In the COMMAND R00M version, defeated troops do not go directly back into the troop pile but, instead, go onto a defeated army chart. Both players have one and there is one for the neutral player. When placing defeated troops on a chart' fill the card in from left to right. If a chart is filled with troops, any further defeated troops get placed directly into the troop pile. How these defeated troops work is explained on the Card. (See above)

Terrain


My original thought was to mark my game board with terrain as shown. However, I struck upon the idea of making tiles to place in the territories to mark rough terrain.

Neutrals
Defeated Neutrals are placed on the Defeated Neutrals Card from left to right and top to bottom. At the start of each player's turn, they roll 2d6. If the number is greater than or equal to the number under the last troop, then half (rounding up) the Neutrals may be placed by the active player into any Neutral territory, and the rest are placed back in the box and are out of play for the rest of the game. If the active player does not roll equal to or greater than the number, all of the Neutrals on the card are placed back in the box and are out of play for the rest of the game.

"Balance of Power" Implementation Variant

For the rough terrain I'm proposing drawing 15 cards and another 6 for Sites, every game will feel different this way.
